The bill (Reg. No. 4551) suggests establish that discrimination is a situation when a person and/or a group of persons based on their race, colour of skin, political, religious or other beliefs, sex, age, disability, ethnic and social background, citizenship, family and financial status, place of residence, linguistic or other features which were, are or can be real or imaginary, has experienced, is experiencing or can experience any kind of restriction.       

The bill also includes a provision according to which, an indirect discrimination is a situation when as a result of implementation or use of formally neutral legal norms, evaluation criteria, rules, demands or practice for a person and/or a group of persons, according to their certain characteristics, less favourable conditions or a situation have occurred or may occur, except for cases when their implementation or use follow lawful, objectively reasonable goal, ways of reaching which are appropriate and necessary.          

According to the bill, a person claiming to be discriminated, has the right to address with a complaint state authorities, authorities of the Autonomous Republic of Crimea, local self-government authorities and their officials, the Ombudsman, and/or the court in the order stipulated by the law.
